PRIMARY FUNCTIONS: The Housing Authority of the City of Austin (HACA), located in beautiful downtown Austin, Texas, selected as the best place to live in America by the U.S News and World Report, is seeking motivated, dynamic and highly experienced candidates to apply for the position of Vice President/ Chief Financial Officer (CFO). This vacancy is due to the planned retirement of the current CFO after 22 years in the position. Established in 1937, HACA is a public agency whose mission is to cultivate sustainable affordable housing communities and partnerships that inspire self reliance, growth, and optimism.
We are a nationally recognized industry leader regarded for its innovation and entrepreneurial spirit. HACA is designated a High Performing Public Housing Agency (PHA) for both its public housing and Housing Choice Voucher (HCV) programs and is in the process of fully converting its portfolio of public housing units through the U.S. Department of Housing and Urban Development (HUD) Rental Assistance Demonstration (RAD) Program. The Authority currently owns and manages 1,256 public housing units and 582 Project-Based Rental Assistance (PBRA) units converted through RAD. HACA administers over 6,000 Tenant-Based vouchers including vouchers in the Shelter Plus, VASH, Mainstream, Family Unification Program (FUP) and other Supportive Housing programs. HACA administers multiple grant-funded self-sufficiency resident programs, including but not limited to the Resident Opportunity for Self-Sufficiency Program (ROSS) Family Self Sufficiency (FSS) and Jobs Plus programs. HACA’s operating budget is over $90 million and receives pass through funding of over $377 million annually. The VP/CFO is responsible for the financial and accounting integrity of these core HACA programs.
The VP/CFO serves as the Treasurer and is responsible for all aspects of finance and accounting for all HACA subsidiaries mainly: the Austin Affordable Housing Corporation (AAHC), which owns more than 240,000 square feet of commercial space, 16 multi-family properties (1627 units) and develops affordable housing options for low-income residents; Southwest Housing Compliance Corporation, which serves as a Project Based Section 8 Contract Administrator in Texas (65,000 units) and Arkansas (15,000 units) for HUD Development; Austin Pathways, a 501(c)3 nonprofit that seeks and administers grant funding to provide an array of robust, evidence-based resident services; and, Blueprint Housing Solutions, a growing consulting and training firm that assists public and private sector clients to deliver exceptional affordable housing and community development programs.
The CFO should possess the ability to design and implement appropriate systems for new Authority programs, including HUD’s RAD and agency’s Low Income Housing Tax Credit programs (LIHTC). The CFO has the overall responsibility for the management of financial and accounting operations and internal and external audits for HACA. This position reports to the President and CEO and will assist in advancing the mission of HACA by providing leadership in the development and implementation of the agency’s goals, policies and strategic initiatives and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding. The CFO is responsible for ensuring compliance with all applicable federal financial regulations and effective internal controls over compliance with major federal programs.
